Cause
It occurs when rental vehicles are not properly STLinked or an incomplete firmware dump is used.
Fix
To temporarily fix, flashing a CFW with error suppression level 1 enabled can fix this issue.
Similarly to Ninebot Max Error Code 27, the throttle and brake can be held briefly at startup to ignore this error as well.
To permanently fix, change the serial number and then change it back using an app that supports dAuth.
