Ninebot Flasher is a Microsoft Store app that allows users to flash DRV firmware to Ninebot Scooters and change their serial numbers.
It connects over BLE.

Ninebot Flasher can be downloaded here
Usage
For Flashing, Ninebot-Flasher takes .bin.enc files, and works with the ESX Series and Max Series scooters.
To change the serial, press atrl+alt+a to enable advanced mode then edit the serial.
